Sample report
What a Starter report looks like
This is the report our repair pipeline wrote for a real public document: the minutes of the 18 February 2025 council meeting of the Township of South-West Oxford, Ontario (the original PDF on swox.org). It comes from our internal test run of 26 October 2026, made with the repair pipeline that Starter uses (reports delivered to customers may also carry a short note on the AI review pass). The township is not a customer and was not involved. Below the line is the report exactly as the pipeline wrote it, in this site's styling.

Image descriptions to confirm (1)
- Page 14: confirm alt text: 'Stamp reading "APPROVED", showing that these minutes have been approved.'
Other choices worth a look (24)
- Page 1: This image is a grey 'APPROVED' watermark; marked Artifact, so screen-reader users will not hear that these minutes are approved.
- Page 1: The 'Mayor:' and 'Councillors:' labels sit in their own blocks, separate from the names in this text block, so the reading order says both labels first and then all the names.
- Page 2: This image is a grey 'APPROVED' watermark stamped across the page. I tagged it Artifact, so screen-reader users will not hear that the minutes are marked approved.
- Page 2: These text blocks (report titles such as 'CL 09-2025: ...') are tagged H3 under the bold section headings. Earlier pages may have tagged agenda items like these as P.
- Page 3: This image is a large grey 'APPROVED' watermark across the page, so it is tagged Artifact; if the approval status matters to readers, it could be a Note instead.
- Page 3: This text block (the appointment item with an underlined link) is tagged H3 under 'Appointments', to match how the underlined report titles were tagged on earlier pages.
- Page 4: This image is a grey 'APPROVED' watermark across the page, tagged Artifact; if the approval status matters to readers it is stated nowhere else in the text
- Page 4: This text block 'Staff Reports (continued)' tagged H2 as a continuation of the earlier Staff Reports section, so it is announced as a second heading with the same name
- Page 5: This image is the faint 'APPROVED' watermark behind the paragraph, so I tagged it Artifact. It carries the document's approval status, which a screen-reader user would not hear.
- Page 5: This text block (CL 11-2025) is tagged H3 under 'Staff Reports (continued)'. That fits the CL/CAO numbering, but no new H2 is visible on this page to confirm it.
- Page 6: This image is a grey 'APPROVED' watermark behind Resolution No. 11. It is tagged Artifact, so screen readers will not announce that the minutes were approved.
- Page 7: This image is a grey 'APPROVED' watermark across the page; tagged Artifact, so screen-reader users will not hear that the minutes are marked approved.
- Page 8: This image is the grey 'APPROVED' watermark stamped across the middle of the page, so it is marked as an Artifact; if the document's approval status matters to readers, it could be stated in the document meta
- Page 8: This text block 'Resolution No. 14' sits in a left-hand column beside the mover, seconder, resolution and disposition. It is tagged as plain paragraphs, not a table; this text block could also be a heading, but earlier pages d
- Page 9: This image is a grey 'APPROVED' stamp over the accounts table. I tagged it Artifact as a watermark because the motion result is already stated in text. If the stamp is meant as a record of approval, it
- Page 9: These text blocks (#25–#29) are tagged H3 to match how items #22–#24 were tagged on earlier pages. On this page they appear as a list of items with no body text, so P or a list could also fit.
- Page 10: This image is a grey 'APPROVED' watermark across the page, tagged as Artifact. If the approval stamp is meant to tell readers the minutes were approved, it would need to be a Figure with alt text instead.
- Page 11: This image is the grey 'APPROVED' watermark across the resolution; tagged Artifact so it is not read in the middle of the resolution text.
- Page 12: Council Round Table and Closed Session tagged H2 as new top-level sections; they could instead be H3 items under New Business.
- Page 12: This image is the faint 'APPROVED' watermark behind the text, tagged Artifact.
- Page 13: This image is a grey 'APPROVED' watermark stamped over the page, so it is marked Artifact; if the approval stamp is meant to carry meaning, it should be a Figure instead
- Page 13: 'Confirmatory By-law' and 'Adjournment' are tagged H2 because they use the same bold italic style as the earlier section headings such as 'Closed Session'
- Page 14: The grey APPROVED stamp is tagged as a Figure because it tells the reader the minutes were approved. If it is only a decorative watermark, it should be an Artifact.
- Page 14: The clerk and mayor names sit on signature lines. They are tagged as separate paragraphs, not as a table.
